what is max health degeneration?
i was thinking of ubilding a necro mesmer that would use spells that do stuff like that. but i was wondering is there a max?

DOTs stack if they are different.
Actual health degen never gets higher than 10 pips tho, so you cant get past 20 "dmg" per second. However if the target is using a health regen or buff this is counted before the cap. Like so: Life siphon -3 Burning -7 Conjure Fantasm -5 Mending +3 ----------- = Pips -12 capped at -10 (with -2 spare against more health regen)

i dont know if i should still make tihs guy than because my damage will be capped with that 10 blips. though -10 degeneration would be nice..... so those blips are an actual number not % or anything else?

Each arrow of degenerations represents 2 per second. And 10 arrows is a huge life drain. However, the likelihood of you getting out all of them at once is slim at best. Don't worry about the maximum possible degeneration, as you probably won't achieve that; rather look at ways to most efficiently do so in a given combat situation. As a Necro/Mesmer, this might include Soul Barbs (does damage for each new Hex added), Shatter Delusions (cancel a Hex and do more damage), Empathy or Backfire (does damage for each attack/spell cast), etc. I'm playing a Necro/Mesmer and they are great fun, but take alot of thought to use effectively.

20 dps is meager. this has been discussed before. when you are at the low teens and less, that 20 dps is a significant fraction of your total health. however, once you get into the upper levels, you have enough total hp to not worry about DOTs all that much.
